Starting from Android 11, because of scoped storage there are more restrictions for deploying velocity .wldep files.
Using stagenow on Zebra devices you can now directly place the .wldep file inside sdcard/com.wavelink.Velocity folder. Once the profile is placed in this folder, Velocity file assistant app which you can download using this link can transfer the files from sdcard/com.wavelink.Velocity folder to sdcard/Android/Data/com.wavelink.Velocity/files folder.
NOTE: This feature works with Velocity 2.1.21 and above.

How To - Answer
Firstly, Make sure your device can connect to your computer and the Velocity application and Velocity file assistant apps are already installed on your device.
Follow the below steps on the computer stage now application
1. Click on "Create new profile"
2. Select "Xpert Mode" in the Wizard and click "Create"
3. Enter profile Name and click "Start"
4. Next, On the "Settings" screen select "FileMgr" and click "Add"
7. Click "Continue" to the next screen and click "complete profile"
8. On the next screen select the type of barcode you want to scan with your Zebra device. for example PDF417 and click Test or Publish
Follow the below steps on the computer stage now application
1. Click on "Create new profile"

4. Next, On the "Settings" screen select "FileMgr" and click "Add"
5. On the below screen enter "/sdcard/com.wavelink.velocity/<yourprofilename.wldep>" under target Path file name.
6. Under "Source File URI" click on the widget button and browse the velocity profile located on your computer and click OK
8. On the next screen select the type of barcode you want to scan with your Zebra device. for example PDF417 and click Test or Publish
9. You will receive a PDF417 barcode, scan the barcode using stagenow client on your Zebra device
10. Once you scan the barcode, the profile will be transferred from sdcard/com.wavelink.Velocity folder to sdcard/Android/Data/com.wavelink.Velocity/files folder.
11. Once you open Velocity, the new profile will be visible.
